Aoife if they go forward with a training date, you will have to ask the provider if you can do it without the level 3, it can be on the list of things to do before going for assessment or they can be strict on it. In the requirements it does state you need to have level 3 before hand. You don't need a rec 2 to do training but need it for assessment.
